    A State Certification Manager is responsible for leading the development and implementation of certification plans and programs corresponding to certification testing events among assigned State Election jurisdictions, ensuring the products released within the Voting Tabulation, Poll book and other potential segments meet product certification requirements.  Interaction with State Election Directors, State Boards of Elections, Election examiners and Secretaries of States are common.  This position collaborates with functions including but not limited to Sales, Product Management, Product Development, Federal Certification, Technical Services, ES&S Manufacturing, Account Management and Legal functions to ensure ES&S election system products and services comply with the performance standards of each state jurisdiction assigned. 


    Essential Duties and Responsibilities:

    1. Plan and manage certification projects including but not limited to identification and allocation of resource requirements, pre-test planning, execution and evaluation of test plan cases, and relevant communications with internal and external stakeholders.
    1. Research and monitor state legislative and regulatory environments in detail and translate related voting system certification requirements into election systems across the array of assigned State election jurisdictions; and collaborate with Sales, Product Management, Product Development, Operations and Legal functions to coordinate ES&S responses to certification requirements.
    1. Serve as a subject matter expert of voting system requirements in your respective state(s) and exactly how our system(s) meets, or does not meet, state statutory or administrate rule requirements.
    1. Formulate and execute test plans with state certification authorities and Voting System Test Laboratories (VSTL’s).
    1. Monitor, evaluate and make recommendations for improvements in testing processes with a view toward optimizing the certification event results achieved across all state jurisdictions.
    1. Provide analysis, reports and documentation of product performance relative to requirements required by certification authorities.

    Education: Bachelor’s degree in business administration or computer technology field preferred;


    Experience: 5 years experience including:

    • Technical knowledge in systems development, quality assurance testing, network and system integration preferred
    • Management of test planning procedures


    Strong interpersonal and influencing skills

    Highly driven

    Strong problem solving and analytical skills

    Excellent communication skills; written and oral

    Personal effectiveness/credibility

    Supervisory Responsibilities:  This position has no direct supervisory responsibilities.


    Work Environment:  This job operates in a professional office environment which routinely uses standard office equipment such as computers, telephones, and photocopiers.

    Travel:  Approximately 60% travel is expected.


    Security:  Required to consistently demonstrate adherence to all security requirements and accepted practices as contained in the current ES&S Security Policy.  Incumbents must proactively read, comprehend and adhere to all ES&S security policies, practices and procedures regarding the safety and safekeeping of co-workers, products, services and other intellectual property as defined in the ES&S New Business and Non-disclosure, or Proprietary matters, Confidential matters and Non-Competition agreements, and the current ES&S Security Policy Manual.
