The Director, Software Development will lead the software development activities pursuant to new product development and product enhancement, as well as manage team members responsible for development and enhancement of system applications.  The incumbent must be able to communicate the details of multiple ongoing and critical development items to technical and non-technical stakeholders.  The Director must collaborate across all departments to help provide scope and estimates for development projects, and must be able to provide timely information and assure development is completed within scope.  The ability to manage, coach and mentor staff is essential.


Essential Duties and Responsibilities:

  1. Responsible for the robust development and/or enhancement of specific ES&S products within area of focus, meeting all technical, expense and schedule milestones for current and future product offerings.
  1. Ensure software development efforts are current and scalable using the most appropriate technology relative to best practices in the elections industry and customer specifications.
  1. In collaboration with pertinent stakeholders, prepare and manage division projects’ plans in accordance with defined Software Development Life Cycle processes. Project plans shall include objectives, milestones, expense forecasts and staffing requirements and be delivered in a manner that thoughtfully balances speed, cost, risk and scope.
  1. Consult with Project Managers to determine information requirements of users in order to identify boundaries and priorities of new projects including discussion of system capacity and viable acquisitions of equipment.
  1. Work with adjacent departments to assist with sales and marketing efforts, technical problem solving and other customer centric priorities.
  1. Lead, evaluate and manage the career development of development, technical and administrative staff.

Education:  Must have a bachelor’s degree in Computer Science, Software Engineering, Management Information systems or equivalent computer technology field.



Minimum 10 years experience including:

Significant hands-on software development experience

Advanced knowledge of development methodologies applicable to current company projects.

Significant experience working with Agile and Scrum

Thorough understanding of source code control tools and processes

Thorough understanding of quality assurance processes

Thorough understanding of both structured and object-oriented languages and development techniques



Technical capacity

Collaboration and people management skills

Problem Solving/Analysis

Communication proficiency in both technical and non-technical arenas

Personal effectiveness/credibility


Licenses/Certifications Required:  CISSP (Certified Information Systems Security Professional) or CISM (Certified Information Security Manager) is desired.


Supervisory Responsibilities:  This position has supervisory responsibilities for Software Engineers and Technicians as assigned to area of focus, as well as other Software Development and Technical managers.


Work Environment:  This job operates in a professional office environment which routinely uses standard office equipment such as computers, telephones, and photocopiers.

Travel:  Approximately up to 10% travel is expected.
